Dr. M. S. Randhawa was born on February 2, 1909 at Zira, Ferozepur District, Punjab to a middle class sikh family. He did his Schooling from Khalsa High School, Muktsar in 1924. He did MSC (Hons.) in 1930 from Lahore. In 1955, he was awarded a Doctorate in Science by the University of Punjab. Randhawa joined the Indian Civil Service in 1934 and served in various capacities in Uttar Pradesh. In 1945 he became Secretary of Indian Council of Agricultural Research (ICAR). He made huge contribution to this pioneering organization which was responsible for the Green Revolution in India. He was appointed as the Deputy Commissioner of Delhi in 1946. After independence in 1947 he was in charge of the entire function where Jawahar Lal Nehru delivered his famous Tryst with Destiny Speech. As the Deputy Commissioner he helped persons uprooted by the partition of India resettle. Later on he was made Director General (Rehabilitation), Punjab.
